Urban Works Architecture, on behalf of Tycon Companies, submitted applications for the 580 Hwy 96, former Union Gospel Mission property. The proposal creates a residential development with an undeveloped lot to the north. They submitted the following applications:
- comprehensive plan amendment
- rezone
- preliminary plat
- planned unit development-development stage
- conditional use permit
- variance
The development includes:
- Single-family housing
- 8 lakeside single family homes (6.18 acres)
- 17 detached villa lots (4.4 acres)
- A controlled access beach lot is proposed as part of the villa development
- Access from Harbor Court
- Outlot B
- Northern lot: Rezoning to UND, urban under-developed. Future Land Use of Institutional is not changing for this Outlot.
- 6.35 acres
- No plans have been submitted for this lot. Any future development of the site will be required to go through a comprehensive plan amendment and rezoning.
Planning commission review
The planning commission will review the proposal at a Public Hearing. The meeting will be April 23rd and will be open to the public and comments will be taken. The planning commission will act on the variance application and make recommendations on the other five applications to the city council.

City council review
The city council will review the application after it is formally through the planning commission process. It will likely be reviewed in April but a date cannot be scheduled until after the Planning Commission forwards it to the city council for review. Formal actions are made at this stage for the comprehensive plan amendment, rezoning, planned unit development, development stage, and conditional use permit.
